Modular structure and construction seem to be an answer...

We have tested a few content management systems (CMS): Typo3, Drupal, in parallel with e107.  We chose Typo3 for its ease of use after the site design is fixed.

e107 is very easy to set up and maintain. Drupal is almost as easy as e107, yet very flexible and highly customizable.

After testing these three, it was evident that Drupal and Typo3 are quite good for flexible website management.  Drupal seems to be the most popular opensource CMS. Typo3 is famous for its very steep learning curve. But, there is an easy way of setting up for novices. We would like to add a new page showing, step by step, how easy to set up this site.
